AZ Legislative Update – May 26, 2022
Today marks the 137th day of the Arizona 55th Legislature, 2nd Regular Session. Of the 1,780 bills introduced this year, the Legislature has now passed 272 with the Governor signing 253 and vetoing none.
After another week, the Arizona legislative budget process continues to be stalled due to a number of key contentious spending issues which include additional money for K-12 education, the expansion of the school voucher program, additional dollars for transportation infrastructure, and the establishment of an Arizona water authority to invest in various water projects throughout the state.
With the August 2022 Primary Election quickly approaching, legislative leadership is trying and cobble together the necessary votes, wherever they can find them.
The Arizona Constitution requires the Legislature to pass a balanced budget by June 30th. As each day passes, it is looking more and more like session will go all the way up to the deadline.
Nevertheless, the process remains fluid and things can change quickly. In the meantime, please find attached your full tracking list of bills.

Notable Legislation
HB 2599 Administrative Hearing; GRRC (Grantham): HB 2599 passed out of the House on Wednesday, 58-0 and is now headed to the Governor’s Office. The bill updates the Office of Administrative Hearing (OAH) process by eliminating the unfair unilateral authority for state agencies to overrule an administrative law judge’s decision and allows businesses to recover attorney fees and costs if successful at OAH. The bill also streamlines the appeals process when the third parties are appealing an agency decision. Additionally, it makes several modifications to the GRRC appeal process by modernizing procedures and leveling the playfield for the business community.
