AZ Legislative Update – April 4, 2025

Today marks the 82nd day of the Arizona 57th Legislature, 1st Regular Session and with committee hearings officially coming to an end, all legislative activity (outside the budget) will take place on the floor or through conference committees.
Of the 1,677 bills introduced this session, the Legislature has now passed 57 bills with the Governor signing 39 and vetoing 2 (16 still awaiting action).
The main focus at the Capitol has now turned to the budget. House and Senate leadership are continuing to meet; however, progress has been slow and contentious.
While the budget continues to be negotiated, legislators will likely be working abbreviated weeks and there is even some discussion that they may takeoff for a “spring break,” for a week or two.
DIFI Director Confirmation
On Thursday, April 10th, Barbara Richardson will return to the Senate Committee on Director Nominations where they will continue to consider her nomination to serve as the director of the Arizona Department of Insurance and Financial Institutions. Last week, Senator Jake Hoffman, the committee chairman, expressed a number of concerns regarding Richardson. Those concerns included her work at the NAIC related to climate change and DEI. He also addressed the ongoing issues with how the Department is interpreting service contracts and advisory organizations. Comments from various members of the public mentioned long wait times for licensing insurance agents and concerns with the agency’s response time to industry related questions. Hoffman gave Richardson two weeks to come back to the committee and address his concerns before they take a vote on the nomination.
