AZ Legislative Update – May 23, 2025

Today marks the 131st day of the Arizona 57th Legislature, 1st Regular Session. Of the 1,679 bills introduced this year, the Legislature has now passed 354 with Governor Hobbs signing 214 and vetoing 137.
The Arizona House returned to the floor for a handful of bills on Tuesday; however, they will not return to action again until June 4th. The Senate is slated to go back this Wednesday, but they are not expected to do much work until the budget situation is resolved. Leadership in both chambers has even decided to put the key Prop. 123 K-12 education funding renewal discussions on hold until a budget deal is reached.
According to various members and staff, the House, Senate, and Governor couldn’t be further apart on the budget. We are hearing that it is more than likely that session will go deep into June with even some serious concerns raised about a possible government shutdown (if a budget agreement cannot be not reached by the June 30th fiscal deadline).
That being said, the situation remains fluid and negotiations on the budget are expected to intensify over the next few weeks. The outcome will hinge on reconciling differing priorities between the Governor’s Office and legislative leadership, balancing investment in public services with fiscal responsibilities amidst economic uncertainties and various proposed budgetary actions by the federal government.
